Job Description:

The Resource Capacity Management Analyst works as a liaison among stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems. The Business Analyst:

  • Understands business problems and opportunities in the context of the requirements
  • Recommends solutions that enable the organization to achieve its goals.In addition to being accountable to direct line Management, the Business Analyst will be accountable to and take direction from the VP's they support. The Business Analyst will directly interface with IT’s internal customers at the Manager and Director levels.


    Daily Job Functions:
    The Resource Capacity Management Analyst acts as the focal point for the Information Technology Department supporting IT Programs and Projects, analyzing Time Reporting, Administrative, Operational and Maintenance, Program/Project and Proposal Data and reporting on future state resourcing needs for short, medium and long term, by understanding the unmet demand the IT department has on its resources and reporting to Leadership. Key to this role is forming relationships with IT Directors, Managers, Program/Projects Managers and Resource Pool Owners. Heavy emphasis on report creation.

    • Work with IT Directors, Managers, Program/Project Managers and Resource Pool Owners, to determine resourcing needs for short, medium and long term
    • Utilizes the resourcing tool (Hewlett Packard’s Project & Portfolio Management) PPM to manage current demand and forecast future demand across teams
    • Create resource reporting and metrics per direction of the Resource Utilization Manager
    • Identify gaps in demand vs. availability

    • Contribute to the development of processes and procedures for management of future resourcing needs on IT Programs and Projects
    • Assist with and contributes to appropriate training programs for the users of the resourcing tool reporting capability;
    • Provide guidance and expertise on the use of the resourcing tool;
    • Interacts extensively and builds strong relations with IT Directors, Managers, Program/Project Managers and Resource Pool Owners.

Expected Proficiencies and Competencies:
• Ability to understand IT projects and concepts related to resourcing and time tracking as they relate to high-level business objectives, and ability to present those concepts IT leaders in an concise and easily understandable manner
• Advanced to Expert knowledge of MS programs e.g. Word, Excel, Access, PowerPoint, and Visio
• Strong analytical and problem-solving skills required
• Possess thorough understanding of business analysis techniques and tools
• Proven abilities in problem management, process analysis and root cause analysis
• Strong communication skills (written and verbal) for information gathering and the ability to interact with various leaders and customers
• Ability to work in a complex, ever changing and matrixed team environment
• Ability to handle multiple tasks, set priorities, schedule and meet deadlines
• Problem solving skills: Adapt in response to new information, shifting priorities, changing conditions, or un-expected obstacles
• Strong communication and integration skills: Ability to train, and ability to effectively communicate with customers including listening asking relevant questions, giving appropriate guidance and feedback

REQUIRED EDUCATION/EXPERIENCE (Degree, Certifications, Experience, Specific Application Knowledge)
• Bachelor’s Degree or equivalent professional experience required in Business, Computer Science, Information Systems, or related field required
• 4+ years of information systems industry experience
• 3 years in a Project or Program Management office (PMO) environment
• 3 years experience working in a Healthcare environment preferred
